    In North Dakota, the seasons change quickly – and so can our state’s financial fortunes, with an economy that leans heavily on unpredictable commodity markets for agriculture and energy.
    We’ve made strides toward insulating ourselves from market swings by diversifying our economy with tech, tourism, aerospace and other sectors. At the same time, our conservative approach to state government means we’ve also prioritized saving for the future and protecting taxpayers – ensuring our citizens will continue to receive the services they’ve come to expect.
    With the Legacy Fund now valued at over $11 billion, the Common Schools Trust Fund at over $6 billion, the Foundation Aid Stabilization Fund at $554 million, the Resources Trust Fund at $485 million and the rainy-day Budget Stabilization Fund at nearly $930 million, we’re positioned better than ever to handle the unexpected – and to avoid the need for tax increases while providing significant tax relief.
    Plus, we’re easing the long-term burden on taxpayers through the major pension reform bill we passed last year with the legislature, changing the pension plan for new hires to a defined contribution plan while ensuring we meet our obligations to current and former team members on the defined benefit plan. This change and a $200M infusion into the pension fund were big steps toward addressing a $1.9 billion unfunded liability and will create savings for decades to come.
